Higher Doses when cutting? (Seems the pros are doing it)

It seems the general consensus when it comes to competitive bodybuilding is that most pros will run lower AAS doses when bulking and higher doses when cutting. Which kind of goes against what one would think. You would think that they would run higher doses when bulking to assist in adding more muscle and lower the doses when cutting to maintain.
However it makes sense when you think about it...
Building muscle is rather easy and can be done with minimal doses of AAS as long as the calorie intake is conducive. When you're bulking there's nothing working against you, you have the androgens, and the calories you need so doses can be moderate when trying to build muscle.
When cutting, you have everything working against you. Lack of calories, increase in cardio (burning calories), decrease in training endurance/strength, etc. If anything you would want to increase your AAS during this time to counteract everything else working against you to preserve as much muscle as possible and prevent catabolism.
Here's a study done that analyzes the methods used by bodybuilders including their doses. You can see that they increase their doses substantially when cutting. -> https://pubmed.ncbi.nlm.nih.gov/28458804/
